Parley Harker was born on January 8, 1886, in Taylorsville, Salt Lake County, Utah Territory. He married Elizabeth Boyes Walker and settled in Lewisville, Jefferson County, Idaho, where he and Elizabeth raised their family. He died on August 20, 1938, in Lewisville, and was buried at Lewisville Cemetery, Jefferson County, Idaho.

Parley died ten years before his grandson Norman was born, and Norman has no personal memory of him. He appears in the oral history only briefly, as a name attached to the Lewisville homestead.
